Paying Tribute
This Tribute page aims to honor lives of those who were lost in the line of duty. The life of every first responder in the Heart of Texas area and beyond is put on the line every day. When those lives are lost, they deserve to be honored, remembered, and carried on by those who follow in their footsteps.

Legacies That Live On

John Linda
John Linda left an indelible mark on our hearts as he passed away unexpectedly on July 29, 2024. He was a devoted Trustee of Heart of Texas Public Safety Historical Center and dedicated 42 years of his life to serving the Waco Fire Department. His legacy as a true friend and invaluable source of knowledge will continue to inspire us all.

Wilburn Willis
Wilburn Willis passed away on February 7, 2026. He was our Vice Chair and also tasked with our Donations, Collections, and Exhibits. Wilburn started his career in the United States Coast Guard before joining the Waco Police Department and serving as the City of Waco Plumbing and Mechanical Inspector. He also founded the Brothers and Sisters in Law Enforcement organization in June 2003 with only 60 members. Today, the organization holds nearly 400 members across the state of Texas. Wilburn served his community by being a member of the West Brethren Church and as President and Vice President of SPJST #54 West. He joined our board to support having a historical center that will be easy for everyone to visit and learn from. Wilburn enjoyed attending sports events and helping people in the community in any way he could. He lived a very exciting life and was proud to show how God blessed him over the years.
